![]() Despite the observed decline in the birth rate does not reduce the number of orphaned children. In Poland, more than 92, 5 thousand young growing up in substitute care system. Only 1,800 of them are natural orphans. The remaining 98% are children whose parents have received or limited parental rights. The main causes of this phenomenon are the following: family breakdown, alcoholism and drug addiction, poverty and various diseases - both physical and mental. All these factors result in a growing number of parents who are being deprived of their rights to care for their offspring.
Polish people do not realize how big a problem in our society is a social issue orphans. We live in hard times, families are faced with various difficult situations, which often exceed the capabilities of parents. Escape from the problems becomes alcohol, violence or drugs. More and more families are destroy effect of the negligence or forsaken children. There is an increasing number of parents deprived of parental rights. In this situation, it is necessary to draw the attention of the public on this issue and take necessary actions that will improve the fate of the youngest. We hope that through an information campaign to mobilize many people to operate and aid - says Barbara Passini, Director of the National Center Adopt Tutelary TPD. The most common but least effective form of care is the state of children's homes. Goes to them, nearly 60% of consolation, which it can not care for relatives. Dependent children in large institutions have a lower chance of development and education than their peers residing in foster families. In addition, children's homes are more expensive to maintain and less effective. Therefore, the best solution for real household heat is parenthood replacement, which may be present up to 6-8 consolations, and the parents are staying with them all day. Family children's homes and families of alternative forms of care are the most friendly youngest. There are also more efficient, allow young people to learn independence, education and development. Importantly, the cost of living in the ward the child's family home is almost a lot lower than those in children's homes. All these advantages mean that Poland should be formed more facilities of this type, because only they are able to provide unwanted maluchom happy childhood and a good start in adult life. - Says MichaĹ RĹźysko St. Nicholas Foundation Lasted over a year working on a new law on alternative care. Its adoption would help to reduce the number of homes and reduce the number of children residing in these facilities. Appear to have additional incentives to create family homes and foster families. The draft law provided for, inter alia, the introduction of co-financing by the local cost of living and raising children orphaned provision for childcare. In addition, sets forth the minimum age for children who would be directed to the child's home state - from 2010 children over 7 years of age, and since at least 2015 only 10 years old. Estimated costs of the law were at 329 million PLN. Unfortunately, the government moved for a year working on the Law on Custody replacement. This is an unfavorable decision primarily for children whose fate would be improved, but also for taxpayers. Annually, the State shall issue 225 million PLN for children staying in the homes of the child. If only half the children found homes by the child in foster families in the three year budget saving on them more than 140 million PLN! The failure to introduce a new law will be very expensive for Polish taxpayers. Every child needs support, love, warmth and affection. What can not be obtained from their biological parents may experience in foster families. Foster-parents unwilling to provide adequate education and child development and prepare them for adult life. We strongly encourage everyone to create families. This is not an easy task, but sometimes gives great satisfaction. It is thanks to substitute for parents, these children have the chance of a normal childhood. - says Marzena Kordowska - mama replacement. |
